Ruth Greenspan Bell is a public policy scholar at the Woodrow Wilson International Center for Scholars. With Elke Weber, she leads a program to harvest insights from behavioral science research for re-motivating how humans engage with energy. She is an expert in governance issues inherent in managing greenhouse gas emissions, domestically and internationally. She publishes in venues such as Foreign Affairs and Issues in Science and Technology and is the co-author of Building International Climate Cooperation, Lessons from the weapons and trade regimes for achieving international climate goals). She is also a long-standing member of the Council on Foreign Relations.
